Almost every Russian has encountered illegal acts committed by officials. Often, citizens begin to panic, not knowing whether there is a way to combat lawlessness. In fact, everything is extremely simple. If there is improper performance of duties by medical workers, police officers and government officials in other areas, you should immediately file a complaint with higher authorities and assert your rights.
It will not be easy for ordinary residents of the capital to independently understand all the subtleties and nuances of this issue. This is due to the lack of the required theoretical and practical knowledge in the field of jurisprudence. The only way is to consult a qualified specialist. But what should you do to avoid unplanned financial expenses?
There is an answer to this question as well. The optimal solution would be to communicate remotely with an experienced lawyer. First of all, this method of consultation is available to any Russian, regardless of gender, age, wealth and religion. But, most importantly, it eliminates unnecessary material losses, while remaining as effective as personal communication with a specialist.
Speaking about where to send a complaint in order to hold violators accountable, it should be noted that in this case the regional connection should be taken into account. For example, Moscow residents can turn to Sergei Sobyanin, who holds the post of mayor of the capital. He has proven more than once that he is worthy of this position. Sobyanin strives to always fulfill his promises and carefully studies all requests and complaints received from citizens, thereby protecting their rights and interests.

Official website of the Mayor of Moscow
The scheme of how the Moscow Mayor's website works to serve the public is exactly the same as when making a telephone call.
When writing to online chat:
- I need to introduce myself.
- Explain the reason why you are contacting.
- Get basic answers.
- If necessary, operator-administrators will connect you to the department of the mayor's office that is needed.
- You can immediately draw up and register a complaint, claim, request, or appointment.
You can write a letter to Sobyanin on the official website if you use the “Feedback” button. It is located in the upper right corner of the portal page. After the new page opens, you need to select the required section for your question.
Requirements for electronic appeal
We list the important requirements for the message, failure to comply with which the letter will not be considered by employees of the Moscow Government:
- The address is written in an official business style, sparing with emotional outbursts.
- The message should not contain obscene language, swearing, or threats towards the addressee or your opponent.
- When entering information “About the sender”, do not try to leave your pseudonym or false information about your identity. In this case, the letter simply will not be considered. The Moscow government has the right to do this under Russian law. It gives government agencies the ability to ignore anonymous letters.
- All appeals to government agencies must be signed by the citizen. Accordingly, if you send an email, it is confirmed by your digital signature. You can apply for it on the State Services portal. Please note that this procedure is currently paid.
- The letter must be written in compliance with the rules of spelling and punctuation. Otherwise, the recipient will not identify the essence of the message or may interpret it incorrectly.
- A capacious, concise, but at the same time information-rich narrative about the problem. Letter length is limited to 4000 characters.
- The message must contain specific information (surnames, company names, addresses, dates, etc.) that will help find the culprit and understand your situation.
- If you decide to write a letter to Moscow Mayor Sergei Sobyanin, then the message should be addressed specifically to him, and not to the Moscow Government in general.
How to write an email to the mayor of Moscow?
All telephone calls of a reference nature are divided into primary and secondary. The first ones can be resolved immediately by telephone. The latter require a person to arrive at the office, or send a letter to the address of the Moscow Government.
All methods of contacting the mayor of the city are discussed in the article: “How to write a letter or complaint to the mayor of Moscow?”
When choosing the function of writing an email on the official website of the Moscow Mayor, you should take into account some details:
- It should be addressed specifically to the mayor of Moscow, and not to his staff, or to the Government as a whole.
- You can attach no more than 10 files.
- In this case, each of the sent applications should not weigh more than 5 MB.
- You should write in an official business style, without obscene language, mistakes, or emotional coloring in the content.
- In the addressee field you must indicate your real last name and first name.
- You must use your own digital signature, which is purchased at the Rostelecom office or on the State Services website. This is due to the general rule that all official requests must be signed.
- The length of the letter should not exceed 4000 characters. For this purpose, a restriction is provided in the text field.
Today, you can not only write a complaint to the mayor of Moscow in electronic format, but also send an SMS message. The number provided for this is 7877.
Local departments and administrations sometimes reject citizens' requests, so the only way to solve the problem is to contact the mayor of Moscow. When drawing up an appeal, it is important to follow the established rules, otherwise the question will be rejected. Despite the fact that the Moscow mayor does not have a direct telephone number for contacting the population, there are alternative methods of communication.
Reasons for complaints
Important! Please keep in mind that:
- Each case is unique and individual.
- A thorough study of the issue does not always guarantee a positive outcome. It depends on many factors.
To get the most detailed advice on your issue, you just need to choose any of the options offered:
- Use the online chat in the lower corner of the screen.
- Call: Federal number: +7 (800) 511-86-74
You can file a complaint with Sobyanin for the following reasons:
- A fact of corruption among Moscow employees and officials has been recorded.
- There are interruptions in the operation of public transport (in this case it makes sense to send a copy of the complaint to Mosgortrans).
- Streets are cleaned irregularly or poorly.
- There are problems relating to housing and communal services and the construction of residential buildings in the capital.
- There are comments on the work of hospitals, kindergartens and other institutions for which the city administration is responsible.
Citizens also have the right to contact the mayor’s reception office in order to clarify the status of a submitted request or obtain up-to-date information regarding the work of municipal structures.
The list of reasons for complaint is not complete. The compiler can write a message if there are any problems if, in his opinion, they are within the jurisdiction of the city administration.
For example, the application may contain information about problems with illegal trade, disadvantaged residential areas or environmental pollution. If the complaint is filled out correctly, the law obliges the addressee to give an official response.
You can also send a complaint to the mayor of Moscow if other city structures do not respond to appeals.

What can you write a complaint about?

- serviceability of the elevator;
- heating;
- stairs and ramps;
- leakage of the roof and entrance canopy;
- clogged garbage chute;
- proper condition of mailboxes;
- the impossibility of living in the house due to its emergency condition (the problem often lies in the reluctance to recognize the building as such);

All these problems must be eliminated as soon as possible, as they make it uncomfortable for apartment owners to live in this building.

About company
The Mayor of Moscow is the highest official of Moscow, heading the highest executive body of the city - the Moscow Government.
The mayor of Moscow can be a citizen of the Russian Federation who has reached the age of thirty, elected by the city residents by popular vote. Currently (since September 10, 2021), the position of Mayor of Moscow is held by Sergei Sobyanin (3rd term).
On February 15, 2006, the Moscow City Duma of the 4th convocation amended the Charter of the city of Moscow, replacing “elected by residents of the city of Moscow for four years on the basis of universal equal and direct suffrage by secret ballot” and “The procedure for the election and assumption of office of the Mayor of Moscow is established laws of the city of Moscow" to "is vested with the powers of the Mayor of Moscow for four years in the manner established by federal legislation and this Charter." The changes were caused, first of all, by the new procedure for vesting powers in senior officials of the constituent entities of the Russian Federation (the so-called “abolition of the election of governors”). The clause prohibiting the same person from being elected for more than two consecutive terms was also repealed.
