The new law will protect the rights of borrowers

The first bill provides for amendments to Federal Law No. 353-FZ of December 21, 2013 “On consumer credit (loan)” (hereinafter referred to as Law No. 353-FZ)1:

• a ban on imposing an insurance contract with the condition of making one-time insurance payments for the entire loan term when concluding a loan agreement for more than a year;
• a ban on the imposition of additional paid services when concluding a consumer loan agreement, as well as the services of a specific insurance company when concluding an insurance agreement;
• It will be prohibited to oblige the borrower to provide for the presence in the account of a minimum balance of funds or an amount sufficient to repay part of the debt on a day that, according to the payment schedule, is not the day of the next payment. This will provide the borrower with freedom to manage their funds;
• the borrower has the right to early repayment of part of the consumer loan amount without prior notification to the lender within 14 calendar days from the date of receipt of the loan with payment of interest for the actual loan period. Currently, the borrower has the right to repay early under such conditions only the entire amount of the consumer loan, and not part of it;
• It is proposed to extend to consumer mortgage loans the provisions provided for in Part 11 of Art. 6 of Law No. 353-FZ, regarding the limitation of their total cost. This is due to the fact that unscrupulous lenders set interest rates on loan agreements that significantly exceed the market average.

Nowadays, banks often force borrowers to enter into contracts with specific insurance companies and pay the entire insured amount at a time. If the law is adopted, a ban will be introduced on the imposition of third-party services, which means that borrowers will be able to independently choose an insurance company that offers favorable conditions. They will also have the opportunity to decide how to pay for these services: include their cost in the amount of the loan provided, taking into account the fact that it will be subject to interest, or use their own funds. When signing a loan agreement for a period of more than a year, the bank will not be able to oblige the borrower to pay insurance premiums in a lump sum. However, this prohibition will not apply when concluding contracts for a shorter period.

Ways to disable services

1. The first thing you need to do is make sure that you have access to your personal account ( //lk.rt.ru ) on the telecommunications organization’s website. Since the main actions related to services take place in the personal account (personal account). This is not the only way to work with options, but it is the most convenient and efficient.
2. If you do not have access to your personal account, you can disable the desired service using the Rostelecom operator. You must call the support and sales service at 8 800 100 0 800 and inform the operator of your intentions.

How to disable your Rostelecom home phone

In order to save on payment for garbage removal, if no one lives in the apartment, you must either check out of it and notify the services about this, or submit an application to the service provider company stating that no one currently lives in this apartment, and the registered person lives at a different address, to which payment must be made.

How to disable Rostelecom TV

In 2021, Rostelecom managed to collect 10 million subscribers who connected to pay television. This is not surprising, since the company provides access to interactive, digital and analogue TV. This is the first Russian operator that managed to reach such a high level.

• You can block TV for at least 5 days;
• Pay off your TV debt. Otherwise, the system will not allow you to turn on the lock.

To activate TV freezing, the easiest way is to use your personal account:

• After logging in, open the section dedicated to television;
• You will see the connected package. There will be a Voluntary Block button;
• All you have to do is indicate the start and end date of TV freezing;
• Please note the fine print below. Only then confirm the blocking.

The freeze will be removed automatically after the specified date. You do not need to perform any actions in your personal account for this.

If you are unable to use your personal account, call support. Be prepared that you will be required to provide confidential information specified in the contract and its number.

Enable forced subscription protection

It is profitable for each mobile operator to distribute paid subscriptions among its customers, so even following all the instructions is unlikely to save you from paid services. There are no penalties for early termination of the contract. However, Rostelecom recalculates if you take advantage of a promotional offer. That is, the cost of services will be calculated without a promotional discount. If you have funds left on your balance (for example, until the end of the month of using home Internet), it will be disabled after the contract is terminated and the subscription month ends.

Grounds for termination of the contract

As mentioned earlier, it is not easy to refuse all the benefits imposed by public utilities. And the reason for this is a very short list of grounds for terminating a contract for the provision of public services.

But, nevertheless, it exists, including the following positions:

1. Failure of the management company (MC) to fulfill its obligations to consumers of its services. In other words, a violation of the terms of the contract.
2. Expiration of the contract with the management company.
3. Powers of the council of an apartment building.

And there is one more nuance. Even if there are every reason to terminate the contract, the management company has the right to continue to demand payment for its poor-quality services until it is provided with written confirmation of a preliminary agreement with the new management company.

Therefore, first of all, you need to look for a new service provider and only then start the red tape of terminating the contract.
